Meinel & Herold sold musical instruments in Klingenthal (Vogtland). From 1893 until 1950 they also produced harmonicas. I do not know if they produced flutes and other woodwinds themselves, but I think this flute is probably made by one of the numerous anonymous flutemakers around Klingenthal and Markneukirchen. It is an instrument for the undecisive: you can not only play F with two different fingerings (which is quite common) but also Bb (left thumb or right first finger) and the G# (left pinkie or right thumb).
